The Department of Health and Aged Care engaged us to develop accreditation standards and a new accreditation system for education programs that will credential pharmacists to work on-site in aged care facilities and conduct comprehensive Medication Management Reviews (MMRs).

Throughout 2023, we conducted public consultation with a wide range of stakeholders to inform the development of the new standards.

Background

The Accreditation Standards and system provide oversight and quality assurance of education programs that credential pharmacists to be engaged under the Aged Care On-site Pharmacist initiative and conduct comprehensive Medication Management Reviews (i.e., HMRs/RMMRs).

The Royal Commission into Aged Care Quality and Safety included recommendations for increasing access to medication management reviews including the engagement of pharmacists to work in aged care facilities. The Aged Care On-site Pharmacist measure aims to improve medication management and safety for aged care residents.

The review process and outcomes

Our approach to developing accreditation standards is always robust, transparent, and consultative. This work followed our usual processes for developing accreditation standards.

Under the guidance of an Expert Advisory Group, we developed a set of Accreditation Standards including a Performance Outcomes Framework and an Evidence Guide for education providers.

We also established an accreditation system to accredit education programs similar to how we accredit pharmacy degree programs or intern training programs.

Governance

Our governance structure ensures transparency, consistency, responsiveness, equity, inclusiveness, accountability and effectiveness.

The APC Board had overall governance and responsibility of the project. An Expert Advisory Group provided input and advice on the development of the standards and supporting documents. The membership reflected experience and expertise in medication management reviews, aged care on-site pharmacists, and education.

Stakeholders

We consulted with key stakeholders to help us develop:

  • new standards
  • performance outcomes framework
  • an evidence guide
  • an accreditation system
  • indicative role descriptions.

Our stakeholders included:

  • pharmacists and pharmacy students
  • education providers
  • pharmacy professional organisations
  • aged care providers and professionals
  • consumers
  • First Nations people and organisations
  • health professionals.

Feedback and consultations

We gathered feedback from our stakeholders through methods including:

  • an online survey
  • in person at forums
  • in writing
  • during one-on-one interviews.
