
The Pharmacy Board of Australia (the Board) has published the final Pharmacist Capability Framework for entry and re-entry to practice, developed by the Australian Pharmacy Council (APC), the independent national accreditation authority for pharmacy education and training.
The Framework describes the entry-to practice capabilities of a newly registered pharmacist and provides a contemporary and nationally consistent foundation for the future education and training of the profession.
APC Chief Executive Officer Bronwyn Clark said the Framework represents a significant milestone for the pharmacy profession.
'We are proud to deliver this substantial and high‑impact framework for the Board. The Pharmacist Capability Framework for entry and re-entry to practice underpins key regulatory and accreditation functions, supporting a consistent, safe and contemporary approach to pharmacist registration. It will help ensure a future pharmacy workforce that can respond to changing models of care, evolving scope of practice and community needs.' Ms Clark said.
The Framework was developed through a comprehensive consultation process aligned with Ahpra’s Consultation process of National Boards (2023) and Guidance on Developing Professional Capabilities.
Highlighting the joint commitment of the APC and the Board to transparency, collaboration and best‑practice regulatory development, Ms Clark emphasised the depth of engagement undertaken to inform the Framework,
'From the outset, we committed to a consultation process that was intentionally broad and deeply informed, engaging voices from across pharmacy and the wider health system, including Aboriginal and Torres Strait Islander Peoples, professional bodies, education providers, regulators, health practitioners, consumers and students. This was critical to ensuring the framework is robust, credible and fit for purpose. We are grateful for the strong engagement from the profession, the public and other health professions throughout the consultation process,' Ms Clark stated.
The Framework will be used by the Pharmacy Board of Australia to support pharmacist registration and by the Australian Pharmacy Council to accredit pharmacy education programs. It aligns pre‑registration education, training and assessment with the Board’s registration requirements, supporting consistent outcomes across education, assessment and regulation while allowing flexibility in program design and delivery in accordance with APC accreditation standards
'The Framework has been designed as an integrated model, recognising that capabilities often overlap and are applied together in practice, reflecting the complexity of contemporary pharmacy practice. We look forward to embedding the framework across APC’s accreditation and assessment activities' Ms Clark said.
Implementation of the Pharmacist Capability Framework for entry and re-entry to practice will occur through a staged, progressive approach across different regulatory and accreditation functions over several years.
